The University Council consists of:
- University's president.
- Vice Presidents of the University.
- Deans of colleges.
- A representative of the Ministry of Higher Education.
- Director of Administration (University Secretary).
- A representative of the faculty members.
- A representative of university students appointed by the National Union of Together Students.
- Scientific and public figures, provided that they do not exceed two.
The University Council meets at the invitation of the University President once a month and whenever necessary. Its sessions shall not be legal unless the majority of its members are present. In the event that the quorum is not reached, the next meeting will be scheduled a week after its date, and the meeting will then be legal, regardless of the number of attendees.
Decisions are taken by a majority of the votes of those present, and if they are equal, the president’s vote shall prevail.
The Director of Administration (University Secretary) serves as the secretariat of the Council.
Duties of the University Council:
- Setting the conditions for admission to the university annually in accordance with the bylaws and in accordance with the rules approved by the Higher Education Council.
- Determine the university calendar and the dates of exams and holidays in accordance with the ministerial decisions.
- Setting the rules for selecting deans, deputy deans, and department heads.
- Developing plans for the construction of buildings and the completion of laboratories, equipment and libraries at the university.
- Setting special regulations for all university directorates and facilities.
- Appointing members of the teaching staff.
- Coordinating the scientific, training and consulting activities of the faculties and strengthening their relationship with the community.
- Applying the general policy of the university by drawing and organizing the services provided by the university in the field of education, training and scientific research and developing plans and capabilities to achieve them.
- Developing the necessary instructions to organize work affairs at the university.
- Approve agreements with Syrian, Arab and foreign universities and Arab, regional and international organizations to become effective after approval by the Board of Trustees and the Ministry of Higher Education.
- Proposing the university's annual budget.
- Accepting donations received by the university and disposing of them in accordance with Syrian legislation and in a manner that does not contradict the university's objectives and the state's interest.
- Propose to the Board of Trustees the salary scale of the university's teaching staff.
- Granting scientific degrees at the university in accordance with the laws and regulations in force.
- Consider any other matter that the President or any member of the Board sees fit to present to it.
- Authorize the President of the University to delegate some of the Council's powers.
