Based on the mutual desire to enhance scientific and cultural cooperation between Hama University and the Arab University for Science and Technology, and a desire to support and develop joint cooperation between the two universities in the fields of research, training, development, and knowledge dissemination, a Memorandum of Understanding was agreed upon in light of Legislative Decree No. 36 of 2001 regulating private universities and its executive regulations, the relevant decisions of the Higher Education Council, and the rules for academic accreditation of private universities, in accordance with the following articles:
Article One: Exchange of Visits
The two universities will exchange visits by faculty and administrative staff members for the purpose of exchanging information and expertise, giving lectures, and participating in various academic events. The sending party will bear the travel expenses of its delegates, and the receiving party will bear the accommodation expenses. The two teams will also exchange student visits to learn about the offerings available at both universities.
Article Two: In the Field of Scientific and Administrative Activities and Graduate Studies
The two universities will work to implement and develop joint research projects that are agreed upon and exchange information about them through direct communication between the relevant colleges and departments, noting the need to clarify the ownership and affiliation of this scientific research.
The two universities will exchange invitations to participate in conferences, seminars, research groups, workshops, and sports, artistic, social, and cultural activities held by both universities.
Joint training courses will be held for faculty and administrative staff from both universities.
Providing the opportunity for graduate students at Hama University to benefit from the laboratories and equipment available at the Arab University for Science and Technology, in coordination between The two universities.
Article Three: Exchange of Publications and Scientific Documents
The two universities shall exchange all publications, printed materials, books, research journals, and periodicals issued by them, subject to the applicable laws and regulations pertaining to intellectual and literary property rights.
Benefit from the electronic libraries available at both universities, provided that this does not conflict with the approved internal regulations.
Article Four: Executive Program
The two universities, through similar colleges, shall develop a detailed executive program for cooperation that defines the aspects of joint cooperation in accordance with the applicable regulations and laws at both universities. A joint committee from both universities shall also be formed for evaluation and follow-up, to meet at least once a year. This agreement shall include all The currently existing similar colleges and any colleges that will open later.
Article Five: Mutual Support
Both universities will provide support to the individuals participating in the work program by providing them with the information and facilities required for cooperation, in addition to resolving other problems related to organizational matters in accordance with legal procedures.
Article Six: Final Provisions
The agreement will enter into force after both parties have signed it and it has been approved by the Higher Education Council. It will remain in effect for three years and may be renewed for another three years upon agreement between the two universities.
Either university may terminate this agreement by providing written notice to the other party. It will become effective three months after the other party receives the termination request.
Any amendment, change, or addition may be made. An item or article of this agreement shall be added to the articles of this agreement after consultation and agreement between the two parties through formal means. It shall be deemed effective after it is signed by both parties in accordance with the procedures followed by each party and approved by the Higher Education Council.
All details related to the implementation of the provisions of this agreement shall be clarified in an additional appendix approved by the Higher Education Council.
