University Council

The University Council consists of:

  • University President and his deputies
  • College deans and their deputies
  • University Secretary
  • Heads of Academic Departments
  • Directors of Research Centers
  • Director of the library
  • Director of Student Affairs
  • Director of the Quality and Accreditation Directorate
  • Directors of other administrative, financial and service units and departments
  • Academic or public figures, provided that their number does not exceed three members of the committee
  • A representative of the Ministry of Higher Education
  • A representative of faculty members
  • A representative of the National Union of Syrian Students


The University Council holds periodic and regular sessions at the rate of at least one meeting per month or whenever necessary. The minutes of the Council's meetings are recorded in a special register prepared for that purpose, and a copy of the minutes of the sessions is deposited with the Ministry. In the absence of a quorum, the next meeting shall be scheduled one week after the date of the meeting, and the meeting shall be legal regardless of the number of attendees. Decisions shall be taken by a majority of votes, and if they are equal, the president's vote shall be weighted. The Secretary of the University shall perform the duties of the Secretary.

Duties of the University Council:

  1. Setting the conditions for admission to the university annually in accordance with the bylaws and in accordance with the rules approved by the Higher Education Council.
  2. Determine the university calendar and the dates of exams and holidays in accordance with the ministerial decisions.
  3. Setting the rules for selecting deans, deputy deans, and department heads.
  4. Developing plans for the construction of buildings and the completion of laboratories, equipment and libraries at the university.
  5. Setting special regulations for all university directorates and facilities.
  6. Appointing members of the teaching staff.
  7. Coordinating the scientific, training and consulting activities of the faculties and strengthening their relationship with the community.
  8. Applying the general policy of the university by drawing and organizing the services provided by the university in the field of education, training and scientific research and developing plans and capabilities to achieve them.
  9. Developing the necessary instructions to organize work affairs at the university.
  10. Approve agreements with Syrian, Arab and foreign universities and Arab, regional and international organizations to become effective after approval by the Board of Trustees and the Ministry of Higher Education.
  11. Proposing the university's annual budget.
  12. Accepting donations received by the university and disposing of them in accordance with Syrian legislation and in a manner that does not contradict the university's objectives and the state's interest.
  13. Propose to the Board of Trustees the salary scale of the university's teaching staff.
  14. Granting scientific degrees at the university in accordance with the laws and regulations in force.
  15. Consider any other matter that the President or any member of the Board sees fit to present to it.
  16. Authorize the President of the University to delegate some of the Council's powers.
